As natural and human-induced hazards become more frequent, severe, and diverse, disaster and safety education must connect disaster information with decision-making while accounting for psychology, cognition, and behavior. This digital job aid is designed based on Cognitive Load Theory and Goal-Based Scenarios (GBS). It is intended for smartphone use and proposes connecting disaster information with context-sensitive decisions and essential actions.

Accounting for psychology, cognition, and behavior during disasters, the interface aims to reduce working-memory depletion and support initial response and decision-making in diverse teams. These expected effects remain outcomes to evaluate, not verified findings.

Three layers of support

  1. Identify the relevant hazard and disaster information, then select only the immediate actions.
  2. Local handling of personal information and organization-specific contacts is proposed for evaluation and requires information-literacy, privacy, and security review.
  3. Continued use during a network outage and later reconnection are proposed design behaviors to evaluate.
